* Hutchinson amendment. This provision would criminalize efforts by a parent to train his child in responsible use of firearms if a court subsequently determines, after the fact, that the parents risked the possibility that the child would seriously misuse the firearm, potentially even if no misuse occurred.
* Traficant amendment. This provision encourages states to punish young adults for what can amount to the mere possession of a firearm — especially considering that young adults can run afoul of the law if they go target shooting with their parents while failing to possess a written note of permission.
