GOA’s Open Letter to the 2A Community in Wyoming

Gun Owners of America received a phone call from a GOA member in March of 2025, who raised concerns about GOA’s lobbying in the state of Wyoming. This member urged GOA to look into the arguments being made by Aaron Dorr regarding the fight over gun-related legislation in the state. Given that the Dorr family has launched public criticisms against GOA’s work in the state,(1) GOA is publishing our response to this member, with the hopes that this helps clear up any confusion that other members might have.

Thank you for reaching out to us with your concerns regarding GOA’s involvement with Wyoming’s SF0196 (Wyoming Second Amendment Protection Act Amendments). We appreciate your engagement, and we understand that you have questions regarding issues raised by Aaron Dorr.

We take your concern very seriously and want to assure you that we are committed to transparent and open communication with our members.

While our policy is that we do not engage in public disputes, we do believe it is important to respond to our members’ sincere inquiries and share factual information with our members.

To be truthful, Mr. Dorr has been dishonest about the facts surrounding SF0196, and frankly, many other bills over the last four years. We would like for you to read four fact-based GOA Alerts we sent about SF0196 over the course of the 2025 Wyoming Legislative Session as our staff worked hard to pass the best possible Second Amendment legislation.

But first, we would invite you to consider that there are a host of pro-gun groups, authors, and influencers who have tried to warn the Second Amendment community about Mr. Dorr’s lies and unethical behavior.

We hope you noticed that the first article above—from Ammoland—gave a truthful perspective on what actually happened in February 2025 regarding SF0196 in Wyoming.

We hope you will read our several alerts below on this topic, which explain how GOA worked to stop a real travesty—in which Mr. Dorr’s group was trying to repeal the criminal penalties, placed in law in 2022, that would punish law enforcement officials who infringe on our Second Amendment Rights.

GOA was successful in passing a 2025 bill that not only keeps the criminal penalties but also provided citizens with a civil path to sue Agencies and Departments in civil court when Rights are violated. Please read the articles carefully to catch the nuances of what actually happened during the 2025 Legislative Session rather than the misrepresented details reported by Aaron Dorr.

Clearly, Mr. Dorr has falsely represented these facts. And sadly, this represents a pattern of behavior by Dorr that is well established in Wyoming and across the Country, as evidenced by the articles and podcasts above.

As pointed out in our March 19 Alert, ultimately the Wyoming Governor vetoed SF0196.

Also as pointed out in the Alert, a Dorr ally, Senator Tim Salazar, delayed the Bill for 4 critical days at the end of the Wyoming Legislative Session—leaving room for the Governor to veto the Legislation without threat of a veto override by the Wyoming Legislature.

Was this delay orchestrated because of a deal with the Governor or for some other reason? While we have our suspicions about a backroom deal, we cannot answer that at this time.

What we can tell you is that we are committed to working again during the next Legislative Session in 2026 to once again pass a bill that both protects the 2022 Criminal Penalties in Wyoming law and establishes a process allowing citizens to sue Agencies and Departments when Rights are violated!

In closing, the facts are that, over the last four years, GOA has led the Second Amendment fight in Wyoming.

We have successfully worked to pass multiple pieces of pro-Second Amendment legislation in Wyoming including two SAPA bills. Even with the veto of SF0196, thanks to GOA and our members’ efforts in 2022, Wyoming law still makes it a crime for a state or local official to infringe on your Second Amendment Rights!

We also led the charge to pass the Repeal of Gun Free Zones bill both in 2024 (when it was vetoed) and in 2025 (when it became law without the Governor’s signature). We proudly pushed this bill and often were the only Second Amendment group in the room testifying at Hearings and working with Legislators.

We helped Wyoming restore Second Amendment Rights in ways that few states can match.

One of our National Directors, Mark Jones, actually lives in Wyoming and has been the lead firearms lobbyist working these bills during the last four Legislative Sessions.

It is our honor to represent gun owners in Wyoming, and across these United States of America.

As mentioned in the beginning of the letter, it is our policy to not get involved in feuds with other gun rights organizations. We pride ourselves on working with likeminded groups, and even when we don’t agree 100 percent on an issue, when there is opportunity to fight together – to fight for the defense and restoration of the Second Amendment – we will always work together.

But when lies and dishonest communications cause confusion and harm to the Second Amendment community, we want the truth and facts to speak for themselves.
