GA: HB 1454 — Protect the Right to Shoot on Private Property
The Georgia legislature is currently considering Georgia House Bill 1454, a firearms bill that contains several positive provisions — including protections against firearm registries and improvements to how government agencies dispose of unclaimed firearms.
But Section 2 of the bill contains a serious flaw that must be fixed.
Right now, HB 1454 says local governments cannot prohibit the discharge of firearms only on parcels of land that are ten acres or larger.
That means if you own less than 10 acres, a city or county could still ban you from shooting on your own property.
For many Georgians, especially those living on smaller rural parcels, this is unacceptable.
Gun Owners of America believes the law should be simple and clear:
No municipality, county, or consolidated government should be able to prohibit the discharge of firearms on private property when the owner or lawful occupants consent.
The size of the property should not matter.
GOA is urging lawmakers to amend HB 1454 so that the law reads:
“No municipality, county, or consolidated government shall prohibit the discharge of firearms on any parcel of land, provided that the owner or lawful occupants of such land consent to such discharging of firearms.”
This ensures that:
- Private property rights are respected
- Law-abiding gun owners are protected
- Local governments cannot arbitrarily criminalize safe shooting on private land

Gun Owners of America needs every Georgia gun owner to act immediately.
HB 1454 will be heard in the Georgia House Committee on Public Safety and Homeland Security, and committee members need to hear from you before this bill moves forward.
Tell them:
Amend HB 1454 and REMOVE the 10-acre requirement.
Georgia gun owners should be able to safely discharge firearms on their own property — regardless of parcel size.
Contact every member of the House Committee on Public Safety and Homeland Security and urge them to:
✔ Amend Section 2
✔ Remove the ten-acre requirement
✔ Protect private property and Second Amendment rights
Georgia has been a leader in protecting the right to keep and bear arms.
Now we must make sure lawmakers don’t accidentally create a loophole that allows local governments to ban lawful firearm use on private property.
