In July of 2000, a 911 caller (a woman) died when police could not arrive
in time to protect her. Because her address did not show up in the 911
system, it took eight minutes for police to find her apartment. By then,
her estranged lover had killed her.
This scenario is, unfortunately, not uncommon. The link to the
